Bill 206: legislative status
Bill 206, the proposed Accessible Alberta Act, was defeated at second reading on March 23, 2026. Other accessibility protections still exist; a province-count comparison was not verified.
ADAP: current application pathway
ADAP is operational. Alberta now uses a combined AISH/ADAP application; eligible applicants are assessed for the appropriate program, with an AISH medical-panel pathway. ADAP addresses severe disability that significantly impedes employment continuously or episodically.
ADAP: conditional benefit amounts
ADAP lists a $1,740 monthly core benefit before applicable adjustments. From the August 2026 benefit period its child benefit is $300 for the first eligible dependent child, with different amounts for additional children. This is not a promise of Ryan's payment.
ADAP: self-employment and assets
Alberta expressly includes business, farming and professional self-employment income in its income assessment. Actual deductions depend on income type and family circumstances; self-employment is not categorically excluded. Non-exempt combined assets are capped at $100,000; exempt assets include a home lived in, a vehicle and RDSPs.
PDD: eligibility criteria
Alberta's published PDD criteria include a developmental disability originating before age 18, assessment of IQ of 70 or lower, and everyday adaptive skills, alongside age/residency requirements. Autism or high daily support needs alone do not establish PDD eligibility. PDD is not the only possible support route.
Human-rights complaints: strict one-year deadline
The Commission says complaints must be received within one year after the discriminatory act or treatment and the Act does not allow exceptions. Late diagnosis is not a published extension. Advice is needed about the relevant act/date and other legal routes; no revival of old complaints is promised.
OHS: work-site responsibilities
Alberta OHS law includes self-employed people within employer responsibilities and imposes duties on contracting employers and other work-site parties. Applicable duties depend on the work, site and relationship. Ordinary private-residence exceptions need separate analysis.
CDB: July 2026–June 2027 amounts
For July 2026–June 2027 the maximum CDB is $204.20 monthly. The working-income exemption includes self-employment and is up to $10,210 for a single person or $14,294 combined for a couple. Actual entitlement depends on adjusted family net income and other eligibility rules. The federal page explicitly warns its worked examples still use 2025–26 amounts.
CDB: Alberta treatment and exception
Alberta's financial-benefits summary lists dollar-for-dollar treatment for client pension income and specifically exempts CDB for AISH/ADAP clients receiving a Modified Living Allowance. This exception means the deduction is not universal.
Victims assistance: reporting and deadlines
Alberta's published emergency-assistance criteria require reporting to police within a reasonable time and applying within two years of the crime, with possible extensions in special circumstances. A charge or conviction is not required. Historical-abuse eligibility and any extension need individual assessment. Other counselling services have separate rules.
Trafficking: conditional civil remedy
Alberta says survivors can sue human traffickers without a time limit and without proof of damages. The existence of this remedy does not establish that Ryan's allegations meet its legal definition or that any particular defendant is liable.
Trafficking: statutory safety threshold
Criminal Code s.279.04 uses conduct reasonably expected to cause belief that safety would be threatened if labour/services were refused. Current text expressly includes psychological safety and circumstances such as coercion, deception, abuse of power and vulnerability. Housing dependence or unfair work alone is not a finding of trafficking. The law applicable to alleged 2023–24 events requires separate temporal analysis; later amendments cannot simply be applied retrospectively.
RDSP: opening and grant ages
Eligible people can generally open an RDSP through December 31 of the year they turn 59. Government grants and bonds are available only through the end of the year they turn 49. DTC, residence and SIN conditions apply; this is a long-term savings option, not promised emergency cash.
Human rights: independent contractors
The Alberta Human Rights Commission expressly says independent contractors, subcontractors and taxi drivers have been employees under human-rights law. It considers control, dependence, remuneration, tools/risk and integration; a contract label is not decisive. Ryan's particular relationships have not been legally assessed.
Prieur: limited, fact-specific outcome
In Prieur v Alberta Health Services, 2026 AHRC 50, the Tribunal reportedly found no employment relationship with AHS in that surgeon's particular circumstances and dismissed the employment complaint for lack of jurisdiction. This does not establish that all contractors fall outside human-rights employment protection or determine any of Ryan's claims.

Limitations Act section 3.1
Alberta's s.3.1 removes limitation periods for claims relating to sexual assault or battery. It also covers other sexual misconduct and non-sexual assault/battery where the claimant was a minor, in an intimate relationship with the wrongdoer, dependent on them financially/emotionally/physically/otherwise, or a person under disability at the time. The provision applies to pre-enactment acts despite earlier limitation expiry. Whether an alleged event fits requires legal review; a diagnosis alone is not a finding of statutory incapacity or liability.
Protection for Persons in Care: provider coverage
PPC protection attaches to clients receiving care/support from covered service providers. The official list includes some publicly funded home-care services, so a private-home address is not itself the exclusion. An ordinary informal hosting arrangement is not automatically a covered service.
DRES: assessed work supports
DRES offers disability-related work/education supports, including short-term workplace supports, subject to assessment. Its current overview excludes daily-living items, therapies and some employment services. Self-employment and the requested service need assessment by Alberta Supports; ongoing staffing is not guaranteed. An indexed older eligibility policy explicitly allowed possible self-employed eligibility, but its live URL now redirects to a manuals directory and was not verified as current policy.

CDB: separate eligibility requirements
CDB requires DTC approval and other federal eligibility conditions; approval for one is not a promise of payment under the other. Income testing can reduce the CDB to zero.
Mandell et al. 2009
A US record-review study of eight-year-olds meeting autism surveillance criteria found Black children less likely than White children to have a documented autism diagnosis, with disparity persisting across IQ categories. This supports a population-level discussion of diagnostic inequity, not proof of why Ryan was diagnosed late in Canada.

Raymaker et al. 2020
A community-partnered exploratory study described autistic burnout as chronic exhaustion, loss of skills and reduced tolerance of stimuli, related in participants' accounts to cumulative demands and inadequate support. The authors said it appears distinct from occupational burnout or clinical depression; this small study is not a universal diagnostic test or proof of Ryan’s condition.

Alvares et al. 2020
In an Australian sample aged 1–18, IQ alone was an imprecise proxy for adaptive functioning at autism diagnosis, especially without intellectual disability. This challenges IQ-only shorthand for support needs; it is not a study specifically of Canadian adults or an individual benefits assessment.

Livingston, Shah and Happé 2019
A qualitative study found compensatory strategies could support relationships, independence and employment while also being associated with poor mental health and late diagnosis. Observable social competence need not reveal underlying difficulties. The findings include positive as well as negative outcomes.

ADAP employment and self-employment exemptions
The July 2, 2026 summary lists $700 fully exempt monthly for a single ADAP client, or $1,100 with dependents, with progressive deductions thereafter. Confirm allowable expenses and family classification before estimating any payment.
What remains unverified
No clinical records, private messages or contracts were inspected. No personal benefit calculation was made. Local service availability, fees, staffing and program-specific eligibility need direct confirmation. The four checked autism studies provide population or qualitative context, not proof about Ryan. Other frameworks are identified as his interpretations.
